Please do something like HP with Connection Manager under Windows. It's
quite usable. Can automatically select settings based on IP address or
network and can change proxy, wallpaper also.

Title:
Use a VPN connection and/or proxy setting automatically when connected
  to a certain network

Status in “network-manager” package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: network-manager

  Hi there!
This is actually a feature request.

  The use case:
When I am at my university I need to use a given vpn network and proxy. I
think many people are in a similar situation where they must use a given set of
settings only when connected to a given network.

  The idea:
The proxy settings allow the setup of "places" which are essentially a saved
proxy setting one can easily switch to. This is a great feature which could
also be implemented into Network Manager.

The proxy settings "places" should be extended to Network Manager and
there include vpn connections. They should be tied to a set of network
connections. So when I connect to a cetain LAN or WLAN (even
automatically) Network Manager switches to the corresponding "place",
so that my vpn connection and proxy settings are enabled
  automatically.

  The gain:
Right now when I go to my university and power up the laptop, Network Manager
automatically connects to the university's WLAN but I then have to enable the
vpn and proxy settings manually. When later connecting to my home network, I
have to change the proxy settings again. With my suggested feature that would
all happen automatically.
