What do you mean by report a "wishlist"? I'm on a 12.04 machine right now, and it all works:
Choosing Rhythmbox when a podcast is open in Firefox (immediately opens Rhythmbox and subscribes the feed). Choosing "Add to Podcast Manger" in Tunesviewer immediately opens Rhythmbox and subscribes the feed. Running "rhythmbox itpc://www.oneplace.com/ministries/let-my-people- think/subscribe/podcast.xml" immediately opens Rhythmbox and subscribes the feed.
