The openprinting-ppds package does include PPD files in a compressed form. PPDs can easily be generated from /usr/lib/cups/driver /openprinting-ppds script (just run it from a command line, done automatically by cups) and requires no external http downloading so offline use is no problem at all. The archives are self- extracting and located in /usr/lib/cups/driver/, so that CUPS automatically extracts the PPD files.
