In fresh 15.04 install, trying to restart cups-browsed fails with:
restart: Unable to connect to Upstart: Failed to connect to socket
/com/ubuntu/upstart: Connection refus
However, things seem to be working; I see my BrowsePoll printers and can
print to them.
