That problem was introduced with LO 4.0. Older versions work more than ten times faster when scrolling images. The bug is independent from the image type (jpg, tiff, gif, ...), color depth or the program the image was created with. It was reported many times by different users and every time the report was closed without solving the problem. The solution I use is to work with Apache OpenOffice 4.1, which works as fast as expected and shows that it is no problem of slow hardware or image cache settings.
