Hi Kent, In general it is best to file missing translations bugs against the ubuntu-translations project in Launchpad. You can either file them directly against it [1] or open an additional bug task (click on the "Also affects project" link) in an existing bug.
There it will be looked at and triaged by a community of volunteers knowledgeable in translations. I get notified for any bugs in the ubuntu-translations project, but if the bug is time-critical for an OEM project, feel free to ping me or Kyle Nitzsche additionally. Thanks!
