The latest packaged libmtp version in Ubuntu is 1.1.8-1ubuntu2. The ubuntu-part of the version number means it has some Ubuntu-specific patches and normally such packages require to merge new packages from Debian. However, skimming the changelog [1], especially for 1.1.9-2 it looks like this might have been integrated into the Debian package.
