  Palimpsest: side panel doesn't show a vertical scroll bar if it's

Bug description:
  Steps to reproduce:
  Open Palimpsest
  Drag the side pan's border and drag it outside till side pan's width becomes 
lesser devices name's length
  Note that, it doesn't show a vertical scroll bar, instead, it replaces inner 
letters with dots to save space. This solution doesn't always help, especially 
when it becomes too tight. If the side pan's width become too tight, right 
border will start to cover parts of device's names, which leaves no way to see 
them, except for resizing the pan to increase width again.
