The desktop always fits on screen, the issue there is that unity- control-center doesn't resize as it should. Such low resolution is not a standard usecase though and we are not going to work on making the settings fit on that

[ What did I expect to happen ] A horizontal and vertical scroll-bar will be displayed when display is scaled out to view the complete desktop.
