The module can be loaded on boot and then it can (automatically) be unloaded (at some point) if the GPU is disabled in a hybrid system. When that happens, we have no way of telling a system where the discrete GPU was disabled from one where the GPU is not there (e.g. disabled from the BIOS, dead, or simply not there). Both fglrx and nvidia print a line with the BusID of the device when they are loaded. Gpu-manager collects the BusID from the log and adds it to the list of available devices. You can see an example of their output in set_unloaded_module_in_dmesg() in tests/gpu-manager.py. Please keep in mind that, at least for nvidia, gpu-manager needs to run on log out too, not only on boot.
