  Use rsync to accelerate resuming file operations

Bug description:
  Binary package hint: nautilus

  In the all-too-common case of having to resume copying or moving files
  after an interruption, if the user chooses to replace the existing
  files (rather than skip), nautilus should use rsync (or librsync) to
  replace them efficiently, instead of effectively starting over.
