Right, it's true; thanks for filing this bug report.

There is a history worth mentioning: There was a plan for Ubuntu 11.10
to make the help document translatable. Then there was another plan for
12.04 to replace the Language Support GUI with the GNOME equivalent, so
the translation plan was dropped.

But plans changed again, and we still have the Language Support GUI in
16.04.
