One possible explanation is that you had the input device mode set to Window instead of Screen - see https://docs.gimp.org/en/gimp- pimping.html#gimp-prefs-input-devices

So it maybe related to that. I am yet to find a workaround this problem (apart from opening the window on both screens and hoping to be able to hit the right spot.
