Laptop sleep on lid close apparently blocked by unity-settings

Bug description:
Since upgrading to 16.04LTS my HP 255 laptop no longer suspends when
the lid is closed. The power management gui settings are correct, and
suspend used to work perfectly in 14.04LTS.
Suspend is still available from the system menu, and works correctly
when manually invoked from there or after a short power button press.
The reason I suspect unity-settings-daemon is blocking the lid close
action is that systemd-inhibit gives the following output.
