faulty scrolling in launchpad.net

Bug description:
similar to bug 1286537 (which might be a dupe) I am not sure if this
is a bug in Firefox or faulty web page programming on the part of
launchpad.net. When I open a bug ticket and press the down arrow,
Firefox jumps to the end of the page instead of advancing only one
line.
steps to reproduce
1) open https://bugs.launchpad.net/bugs/1286537
2) press arrow-down
FF jumps to the end of the page when it should have only advanced one
line.
