  Barely ever receiving desktop notifications for events in Firefox 47

Bug description:
  I have noticed that after upgrading to Firefox 47 on Ubuntu GNOME
  16.04 with GNOME 3.20 that even though I have desktop notifications
  enabled for certain websites, I barely ever receive any desktop
  notifications for the events on them. This did not used to be the case
  in previous versions of Firefox. For instance in Gmail I have it set
  so that desktop notifications are displayed whenever I receive a new
  email, but I've barely had any desktop notifications at all, though
  many emails (I think I may have had one desktop notification, but I'm
  not even sure of that).
