Actually, the "variable rate" plugin is built-in so as long as it is
installed, it is enabled.

You can change a video's playback speed by clicking the menu in the
bottom right of the screen.

  GNOME is currently in UI Freeze with 3.22 expected approximately
  September 20.

  Other notes
  -----------
  There was a GTK 3.22 specific bug which totem triggers for which a new 
version of clutter-gtk (1.18.1) is being released. The commit that fixes the 
bug bumps the GTK requirement for clutter-gtk to 3.22 so it doesn't look like 
that's needed for yakkety since yakkety will not include GTK 3.22. So we'll 
revert the totem commit that requires clutter-gtk 1.18.1.
