I have rebuilt the source package 0.9.4c-3 on an updated zesty host, and it builds and installs /usr/sbin/lircd-uinput as expected.
This bug is possibly related to bug #1636353. The cause can be found in the build log at https://launchpadlibrarian.net/290954740/buildlog_ubuntu-zesty- amd64.lirc_0.9.4c-3_BUILDING.txt.gz which contains "HAVE_UINPUT:no". This eventually boils down to at least some of the ubuntu build hosts doesn't have a /dev/uinput device which causes the build script to configure lirc without uinput support (and thus without lircd-uinput). Seems that the ubuntu kernels are heavily patched... A patch will be in place for next update, coming Real Soon (tm).
