Ubuntu uses the localedata provided by glibc, so can you please submit a
bug there:

https://sourceware.org/bugzilla/buglist.cgi?component=localedata&product=glibc

Then provide the URL to the upstream bug report in a comment here.

Once approved upstream, the new locale will soon be reflected in Ubuntu.
I leave this bug report open for now to keep track of the request.
