You may also need to add 'smfp' to /etc/sane.d/dll.conf.

And check:

SANE_DEBUG_DLL=128 scanimage -L

to see a line like:
device `smfp:net;172.16.0.222' is a Samsung C460 Series on 172.16.0.222 Scanner
device `smfp:net;fddcb6f32fe00000021599fffecdf33f' is a Samsung C460 Series on 
fddc:b6f3:2fe0:0:215:99ff:fecd:f33f Scanner

  16.04 sane no longer sees network scanner

Status in sane-backends package in Ubuntu:
  Expired

Bug description:
  14.04 used to see and access my Samsung Multifunction Xpress C460FW
  networked scanner. 16.04 doesn't see it. I don't see any windows
  shares either.
