/etc/openvpn/

I had my certs and keys in my encrypted /home. For some reason, the
system can't see the certs and keys at boot time. Moving all those files
to /etc/openvpn solved my problem.

Title:
ethernet does not autostart when associated with openvpn

Status in network-manager package in Ubuntu:
  Confirmed

Bug description:
I'm having this problem with an ethernet connection configured with
openvpn on Ubuntu 16.04.01 LTS. When booting or rebooting, the network
won't come up at all. But, if I select "Disconnect VPN" with network-
manager the network comes up automatically. After the network comes
up, I can enable the VPN and the client connects to the server. No
error messages in syslog regarding the ethernet interface or openvpn.
Also, the network interface will autoconnect if I unassociate openvpn
  with the ethernet interface.

  network-manager 1.2.2-0ubuntu0.16.04.3
  network-manager-openvpn 1.1.93-1ubuntu1
  openvpn 2.3.10-1ubuntu2

  user@server1:~$ lsb_release -rd
  Description: Ubuntu 16.04.1 LTS
  Release: 16.04
