Confirmed the same bug in Unity7.

It's a nautilus regression that affects zesty. Works in xenial though.

Bug description:
  GTK overlay scrollbars never appear at small window sizes in zesty
  (but works in xenial).

  Test case:
    1. Launch "Files" (nautilus binary)
    2. Navigate to a folder with lots of files/icons.
    3. Resize the window as small as it will go.
    4. Slowly move the mouse so the cursor enters from the right side of the 
window.

  Expected: Overlay scrollbars appear
  Observed: Overlay scrollbars never appear (unless the window is bigger)
