This is probably due to a hardware bug.

It is no longer a problem since the latest BIOS update.

I would suggest anyone experiencing this bug to update to the latest
BIOS before reopening.

  When resuming from suspend, network-manager only displays one random network 
(random/different one each time).

  Switching WiFi off and on does not fix it.  iwlist scanning does not
  fix it.

  After running "sudo iwlist scanning", network manager works normally
  again immediately.
