Ubuntu 16.04 LTS has epiphany 3.18.11 now. Can you confirm that this fixes this issue?

Same behavior with CTRL or ALT-GR For example to select all I need to press this keyboard sequence to get the shorcut working. CTRL+A+A (seems like missing the first input key, in the example the first "A") I am using Elementary OS Loki Italian keyboard.
