Title:
  If one user configured pulseaudio to accept network connections all
  other local users connect to that pulseaudio

Status in pulseaudio package in Ubuntu:

Bug description:
  Binary package hint: pulseaudio

  It works like that.

  In one account enable network server without auth cookie.
  Login as another user.
  Observe that another user is connected via TCP (over loopback) to first 
user's PA,
  and doesn't have its local PA running.
  No clues in any of PA related tools (pavucontrol, sound properties).
  The only clue is that if the first user starts playback of a sound file, the 
other user sees application of 1st user in pavucontol.
