Title:
  Login screen has an empty keyboard menu

Status in unity-greeter package in Ubuntu:

Bug description:
  There is an empty menu with an icon that looks like a keyboard shown
  in the login screen.

  This can at least be reproduced in the live CD by selecting another
  keyboard before boot. I have not tested other ways yet.
