Having the same problem. I'm using a Logitech B100 mouse which is
connected via USB. At the lowest speed setting it's still very fast.
Please consider what the OP said and reduce the lowest speed by 80%.

I had hope the problem had been addressed in 17.04, but I couldn't test
it because of a WLAN bug. If anyone knows if 17.04 has it improved, this
would be a good reason to try 17.04 until it works.

  Even at its slowest setting, the mouse pointer speed is too fast.

  Some people may not be able to use this OS due to this silly detail.

  From prior experience, an end user expects a mouse to feel like
  molasses at its slowest setting.

  Please increase the attenuation about 80% at slowest setting.
