Applying the current active color to the arrow is already reported as bug 828316.
I'm not sure what problem you think a hover color would solve. Can you be more specific? I had always assumed the Thunderbird separator presentation was an Ubuntu theme bug. The button has one part or two parts depending on which part of it the pointer is over, which makes no sense. For example, if the first time you clicked it you happened to confine yourself to the right side, the next time you may think clicking at the left will open the same menu, but it doesn't.
