Since the update which included the kernel update from 4.4.0-92 to
4.4.0-93, the bottom scroll bar on chromium is continually flashing
on/off, even when the screen is large enough (horizontally) for the page
(so usually there wouldn't be a scroll bar) and even when there's no
activity in the browser (I just let it sit for a while and it
continually flashes).  The rate seems a bit random.  This is happening
in both regular and incognito mode.
