Sorry pushed enter too soon.  I can make the problem go away by changing
the line in mate-panel.rc from

class "GtkScrollbar"              style "murrine-scrollbar"

to

class "GtkScrollbar"              style "scrollbar"

which is what is shown e.g. here

  Each time I try to use simple-scan on 17.10, I have got a crash. 

  $ simple-scan 
  Not a JPEG file: starts with 0xff 0xff

  same error (crash) with gscan2pdf

  $ gscan2pdf 
  /usr/share/themes/Ambiance/gtk-2.0/apps/mate-panel.rc:30: error: invalid 
string constant "murrine-scrollbar", expected valid string constant

  and same error with xscanimage
