The root of this problem is how software-center handles declining of the licence. This is not a problem using command line using apt-get. The package wine is unrelated to this problem, the problem is produced by installing and uninstalling the ttf- mscorefonts-installer package.

What happens: The second time you install Wine, you don't get the chance to choose whether to install the Microsoft fonts. Debconf shows a window saying "If you do not agree to the 'TrueType core fonts for the Web EULA ' license terms you cannot install this software. The installation of this package will be canceled." What should happen: You are asked whether you want to install the fonts, just as you were the first time.
