Steps:

1. Change locale to English GB
2. Start language-selector
3. It prompts to install missing packages in English GB
4. The list contains transitional packages of thunderbird, which are not needed 
any more since Trusty; thunderbird-locale-en-gb and thunderbird-locale-en-us

This happens in Ubuntu Xenial and above.
