I'm no longer seeing this in LibreOffice Witer 5.4.2.2 on Ubuntu 17.10.
In that version the popup menus have moved to a new sidebar tab called
Page, and this issue does not occur there.

So this is effectively fixed.  I'm marking this bug report as Fix
Released.

  Fix Released

Bug description:
  I'm running LibreOffice Writer 5.2.2.2, which comes with Ubuntu 16.10
  (Yakkety).

  The popup menus in the Page section of the sidebar have unreadable
  text on a dark background.  This looks like a theming problem.  I'll
  attach a screenshot.
