Hi!

To disable the phantom monitor, hit the super key (the one with the Windows
logo on it), the type Display. The app that handles the displays will be
shown, click on it. Once there, you're see two monitors, the real one to
the left and the phantom one to the right. Click on it and disable it
choosing the appropriate control (I don't have Ubuntu installed anymore, so
I'm telling you this by memory). It should be labeled "Activate", "Enabled"
or something similar.

Title:
  can't open  system settings(Ubuntu 17.10), icon is visible but
  settings don't dislay

Status in gnome-control-center package in Ubuntu:
  Incomplete

Bug description:
  When i click on system settings, icon is displaying but settings
  window doesn't visible. I have already reinstalled ubuntu desktop and
  gnome-control-center, but without any success.(reboot also didn't
  help).If i try to open gnome-control-center in terminal the same
  result only icon appearce
