Experienced the same problem when installing wine.

The cause of this behaviour seams to be the differing time stamp in the 
mentioned file.
This is also true for the file /lib/udev/rules.d/60-libsane1.rules.

Workaround would be manualley downloading libsane1:amd64 and
libsane1:i386 and installing both with sudo dpkg -i --force-all <deb-
file>.

  Ubuntu 17.10 crashes unexpectedly. Can't read the "details" since they
  appear in a blacked out window.

Bug description:
  I'm a very unskilled user of Ubuntu 17.10. I have no idea why this is
  happening and cannot positively state that what is happening is a
  "bug". I was automatically brought to this page by the reporting
  system.

  I'm using Ubuntu 17.10 on a Dell E6500 Latitude (yes, it's old) with
  4Gb RAM.

  I don't have enough understanding to know what to ask so if anyone can
  be of help in getting the needed information to figure this out, I'd
  be very grateful.
