You can tweak debian/rules to apply different configure flags when this package is built for Ubuntu. But go ahead and ask Debian again if they want this change themselves too.

Gnome-contacts is one of few GNOME modules still using it. It has been disabled in gnome-online-accounts (and will be completely removed from GOA next cycle[1]). With the GOA provider gone it is less useful since you won't get contacts from telepathy clients and you can't make calls. presumably the chat still works though if manually configured. Debian is considering disabling it this cycle. Upstream will consider it next cycle gnome-contacts is not seeded on any flavors, other than the vanilla- gnome-desktop. gnome-contacts is currently the only thing pulling in telepathy and all its deps when installing vanilla-gnome-desktop.
