I think I have the same issue. The VPN switches always appear in the Off
state, although the VPN is active. I think this might be part of a wider
issue, because there are several problems with the network applet:

- In the menu, the wired connections has no name or icon, there is just
a blank line with an arrow to expand it (see attached picture). Once
expanded, the wired connection options (profiles, turn off, configure)
are there.

- The connection icon does not appear in the top bar (see attached
picture)

- There is no WiFi connections line, although WiFi is up and running:

- Restarting network manager causes the applet to completely misbehave.
For instance, after restarting NM, attempting to connect to a VPN
through the applet actually tries to connect to some random remembered
WiFi network. It is necessary to restart Gnome Shell for the applet to
resync with NM.
