  Can no longer paste a file in nautilus without keyboard

Bug description:
  In file list mode, nautilus used to either have a paste option in the
  titlebar menu or via a menu that could be opened from a "cog" symbol
  at the right-hand top of its window (and for a while, via the right-
  click menu if you right-clicked on whitespace instead of a file name).

  But the only non-keyboard option I can find in nautilus
  1:3.20.3-1ubuntu3.1 now is the right-click menu, but this is not
  available when the nautilus window is full of filenames (as in the
  attached screenshot), so pasting is impossible without the keyboard in
  this case.

  What happened to the "cog" menu? IIRC correctly this was present until
  quite recently.
