I can't reproduce this bug in Files 3.26.3-0ubuntu4 (in Ubuntu 18.04) so
I'm going to assume this has been fixed, please re-open the bug if you
can reproduce the problem.

  No response to scroll events on left navigation panel

  Fix Released

Bug description:
  To replicate: (only confirmed with touchpad: I don't currently have a mouse 
to test it)
  Position the mouse cursor over the navigation panel on the left hand side of 
a nautilus window, and attempt to scroll up or down.

  Expected results:
  The left panel should scroll up or down as appropriate for the scroll event.

  Actual results:
  None.
