Public bug reported: I am on Ubuntu 16.04.4 platform. When I open gedit with a few pages long text file I am unable to click downward arrow of the vertical scrollbar because the horizontal scrollbar's right arrow overlaps it, and it steals the focus so intended vertical scrolling fails, instead it gives rise to unintended horizontal scrolling. I can not use scrolling wheel on the mouse, so it's exhausting for me.
