Have you tried this workaround described in bug https://bugs.launchpad.net/ubuntu/+source/sane-backends/+bug/1741977 message #4? Are you using USB3 socket? Does it work on USB2?

Everything on the MFC-9440CN worked before upgrade from 16.04 LTS to 18.04 LTS. All Brother software for this device downloaded and installed after upgrade, including the UDEV package. Xsane and all other required packages loaded. Scanner will not work. If I reboot PC to run Win XP (all my PCs are dual boot), scanner works fine.
