  gdm login screen has small icons/text on 4k/UHD monitors

Bug description:
  BEHVAIOR
  When logging into Ubuntu 17.10, GDM shows all the icons, mouse, and text 
rather small on 4k monitors (3820 x 2160 resolution).

  EXPECTED/DESIRED BEHAVIOR
  For the icons, mouse and text to be displayed and scaled proportionately to 
how it would look on Full HD (1920x1080) resolution monitors.
