I can confirm. The version of Libreoffice in Ubuntu 16.04 (5.1.6) is not
affected.

I also tested the deb packages (6.1.0) distributed by libreoffice.org,
and the issue is not visible there, so it is specific to the Ubuntu
packages.

  Impress embedded video takes full screen

Bug description:
  LO Version: 6.0.3.2
  Build ID: 1:6.0.3-0ubuntu1

  1. Embed a video into your presentation
  2. Try to resize the frame => video-image switches shortly to full screen, 
then revert to the resized format
  3. Start presentation. When the slide with embedded is selected, the video 
takes full screen
  4. Start presentation with a presentation-screen
     4.1. Video takes full screen on the presentation-screen
     4.2. Video takes full screen on the laptop-screen => notes, preview and 
buttons no longer available
     4.3. Presentation hangs (most of the time)
