Impact
======
Using Alt-Tab to leave a fullscreen game and then return breaks the game by 
offsetting the game down by the size of the GNOME Shell top bar and to the 
right by the size of the Ubuntu Dock.

Test Case
=========
1. Run a game full screen.

I installed Steam and used Team Fortress 2 because it's free (but a very
large download)

2. Press Alt-Tab or click a dock icon to switch to another window in the
same workspace and then press Alt-Tab or click the dock icon to switch
back to the game.

The game should display and function normally.

Workaround
==========
Switch apps again using any method.

This is a duplicate of #1732245 which has been reported on Ubuntu 17.10 which 
reached it's end-of-life on July 19, 2018.
