Ok, I found the source of the problem:

I use a post-installation script for Ubuntu that installs several
packages. This script installed "unity-tweak-tool" and "indicator-
multiload" that have as dependency several Unity and indicators
packages. After I removed those two packages, all the unused
dependencies and a relogin, the indicator icons came back.

  The indicator icons are not showing on a fresh installation of Ubuntu
  18.10 beta. On 18.04 I can see the tray icons of Chrome, Hangouts,
  Dropbox and InSync but on 18.10 they are missing.
