  Clicking notification raises a slew of unrelated windows

Bug description:
  Running GNOME Shell. When (for example) I click on a Signal
  notification, Shell will raise the Signal window, and then raises my
  password manager window, and two different(!) Telegram windows over
  the top.

  This is not the ideal behaviour :).

  This is not limited to Signal; Geary notifications suffer the same
  behaviour.
