cups upstart script does not respawn

Bug description:
Binary package hint: cups
/etc/init/cups lacks a respawn line.
For some reason cups has been crashing(I'll address that in another
bug.). I expected upstart to respawn it. I checked the script, and it
is missing the respawn line.
I added the respawn line on my system. It works as expected.
