  firefox scroll bug <Up> confused with <Home>

Status in firefox package in Ubuntu:
  Expired

Bug description:
  Open any webpage whose contents are taller than the firefox window. Good 
in-house examples are bug reports on launchpad.
  When the page has finished loading, type <End> on the keypad, type <Up> on 
the keypad, type <End> again, and type <Up> again.

  The scrolling is different the second time. The page scrolls to the
  bottom correctly when typing <End>, but typing <Up> the first time
  makes the page scroll all the way to the top, instead of scrolling
  just one line up, i.e. <Up> works like <Home>. But after that, typing
  <End> and then <Up> the up-scrolling works correctly with the page
  scrolling up by one line.

  This is a quite annoying bug because it is a common usecase to need to
  scroll to the bottom of web forums and bug trackers and then scroll up
  a few lines to see the previous comment.

  This happens on every scrollable webpage, without any addons, in safe
  mode.
