There is nothing wrong here. A PPD is not readable by a user process,
only by one with root privileges. Whatever you ran did not have root
privileges.

You are using the gutenprint PPD for MX860; no problem there.

Now do

 lpadmin -p mx860 -v socket://<IP_address_of_printer:9100> -E -P
/etc/cups/ppd/MX860.ppd

and print with

 lp -d mx860 /etc/nsswitch.conf

I am guessing that the Canon printer accepts jobs on port 9100 - most
printers do.

You could also set up lpadmin with -v cnijnet:/00-1E-8F-74-5A-78 and see
how you go on.

  cannot print to Canon MX860 after upgrade to Ubuntu 18.04

  After upgrading to Ubuntu 18.04, I can no longer print to my Canon MX860. It 
is connected to my WiFi network.
  - I can successfully ping the printer.
  - I can connect to the printer via the printer web server.
  - When I try to print, it just hangs: no error messages, no printing.
