Your problem may have been fixed with some of the updates.

It would help us a lot if you could test on a currently supported Ubuntu
version. When you test it and it is still an issue, kindly upload the
updated logs by running only once in a terminal:

apport-collect <bug #>

and then change the status of the bug back to "New".

Title:
  kubuntu never turns down webcam exposure

Status in cheese package in Ubuntu:
  Incomplete

Bug description:
  when using kubuntu and cheese and pointing a uvc webcam to something
  in outdoor light conditions, the exposure is never turned down, making
  it so that all you see is a white screen. When  using the webcam with
  fedora, it will work just fine with cheese.
